Clyde “Bud” Chumbley, MD, MBA, has announced his intention to retire from the Wisconsin Medical Society (Society) by the summer of 2022 to have more time to enjoy life in Land O’ Lakes with his wife, Lynn.

He has served as CEO of the Society for more than three years. Under his leadership, the Society took actions to support its financial health, including the growth of new business lines and services and streamlining operations. His responsibilities increased to comprise leadership for Wisconsin Medical Society Holdings Corporation, the Society’s for-profit business.

Society Board of Directors Chair Jerry Halverson, MD, DFAPA, summed up Dr. Chumbley’s accomplishments, “He has always put the interests of physicians first. While the health care environment is changing with regional and national health care systems more prevalent and powerful, Bud’s legacy is ensuring physician involvement and leadership in every meaningful way. In just one recent example, thanks to his foresight we created WisMed Financial in 2020 to provide fee-only advice that physicians can trust to alleviate financial stress. On behalf of the Board of Directors, I would like to once again express my sincere appreciation for Dr. Chumbley’s steadfast efforts on behalf of physicians and patients in Wisconsin.”

Doctor Chumbley has been a respected health care leader and practitioner for more than 40 years. His service to patients began as an OB-GYN in 1979 following medical training at the University of Missouri. In 1989 he launched his leadership career, serving as the President and CEO of Medical Associates in Menomonee Falls, and later in the same role with ProHealth Care Medical Associates. He assumed leadership roles at Aspirus Health Care in Wisconsin as well as Baylor Scott & White in Texas.

In accordance with the Society’s succession plan, a search committee, chaired by Dr. Halverson has been formed, and has selected Jill Christie, President of Tuft & Associates, as its search consultant. Representatives from Tuft & Associates will be speaking with a number of staff and Board members to finalize the job description and begin the candidate search in the near future. Society testifies against naturopath legislation

The Wisconsin Medical Society (Society) was in the state Capitol September 29 to testify against proposed legislation that would grant broad scope of practice rights to naturopaths, including the ability to prescribe many scheduled drugs. The proposal, Senate Bill 532, received a public hearing in front of the Senate Committee on Insurance, Licensing and Forestry. The bill has bipartisan cosponsorship, with State Sen. Kathleen Bernier (R-Chippewa Falls) and State Assembly Rep. Jessie Rodriguez (R-Oak Creek) the main authors.

Under the proposal, naturopaths would be able to prescribe non-narcotic Schedule III drugs as well as all drugs in Schedules IV and V. They would also be empowered to diagnose and treat patients “consistent with naturopathic education and training,” which naturopath after naturopath testified was the same education future physicians get in medical school. Supporters of the bill also discussed the need to provide more “primary care providers” for the state and said they stood ready to fill that need. While there is some rancor among different naturopathic groups – the bill sets minimum education levels in order to qualify as a “Naturopathic Doctor” that would immediately eliminate dozens of current naturopaths using that title – all naturopaths at the hearing extoled the desire to be licensed.

“The bill as drafted . . . asks much more than simply establishing a regulatory board and associated structures,” the Society’s testimony reads. “[I]t attempts to define the practice of naturopathy so broadly as to be similar to the level of primary care our state’s physicians provide to Wisconsin patients. The two professions should not be conflated; the Society believes that any portions of the bill attempting to blend the two professions should be eliminated before the bill is allowed to move forward.” The testimony went on to ask that certain words and phrases included in the bill that would define naturopathy practice such as “medicine,” “physician” and “medical doctor” be amended, as those terms are used exclusively to describe physicians and the practice of medicine and surgery in ch. 448 of the state statutes – the Medical Practices Act.

The companion bill, Assembly Bill 529, is currently in the Assembly Committee on Health and has yet to receive a public hearing. Contact Society Chief Policy and Advocacy Officer Mark Grapentine, JD, for more information.

September market dip

It appears September is going to end in the red for investors. At the time of writing, US stocks are down 3.4%, international stocks are down 0.9% and US bonds are flat for the month.

For savers, a down market should be welcomed. To buy low and sell high, the market needs to get low. Months like this one are an opportunity to continue buying shares at “lower” prices. Will it go lower? Possibly, but a better question is will it be higher when you need to spend the money.

For retirees, a down market can require a shift in income sources. Just like you had an emergency fund while working, bonds act like a retirement emergency fund. When stocks are down, retirement income can shift to dividends, interest, and selling shares of bonds.

Medical College of Wisconsin-Green Bay (MCW) is hosting the 2021 Pathways Presentation Nights "Community Matters: A Community Research Poster Forum" virtually on two nights this year, September 30 from 6-8 p.m. and October 14 from 6-8 p.m.  

MCW-Green Bay students have partnered with numerous community members to design creative and impactful change for patients and families in the region. This year, given the continued challenges we are all facing, the poster forum will be offered in a virtual format.
